Just remebered, my work desktop back in 1998 was a Compaq P166 with 128MB RAM and Windows 2000. It ran fine. And my work laptop TODAY is a P2 400 with 128MB RAM and Windows 2000. It is also fine for Offie 2000 and internet stuff. BUT, and this is a big BUT, I have a feeling Rebel 4 for DOS does not work on Windows 2000 or XP. You'd have to check that. Advantage of Windows 2000 as well as stability is that it has fairly recent service packs from MS
