I have written a utility program called "elopgn.exe" that analyzes elo values
within a pgn file.

From the Readme file:
"elopgn" analyzes the elo scores of a pgn file. It reports the number of
games, the number of games with a white elo tag, the number of games
with a black elo tag, the average white elo, the average black elo, and
the average elo distance (equals absolute value of white elo minus
black elo when both elos are present).
"elopgn" can also create another pgn file ("out.pgn"), a subset of the
original pgn file, that only contains those games whose elo distance is less
than or equal to a user given maximum.
Usage #1:
elopgn alpha.pgn
outputs various stats concerning white and black elo values within alpha.pgn.
Usage #2:
elopgn alpha.pgn 40
also creates a file "out.pgn" which contains those games of alpha.pgn whose
elo distance is less than or equal to 40.
NOTE: The pgn file passed to elopgn must be "clean".
Use pgn-extract with a command line like this:
pgn-extract -C -V -N -s first.pgn -osecond.pgn
Then pass second.pgn to elopgn.exe:
elopgn second.pgn
