I also can't remember the name, but it didn't exactly "learn" from a pgn file.

It parsed a pgn collection sorting moves by number of times played, then
adjusted it's own book to these values. The problem was it didn't sort by
win/loss ratio, so even if X move was played 15 times and lost all 15 times, it
was still added to the book due to popularity.

I will sort through my various collections of freeware programs here, as I am
sure I still have it and when I see the name it will jump out..
