Depends upon the person you are asking. I am a chess engine programmer, so I use
an automated process to make a book. I try to find a big PGN file with games
from Grandmasters with ELO greater than 2600. I run it through PGN extract to
remove very short games in which one opponent lost, as they are likely to have
blunders in opening, I may filter out some openings which my program does not
play well, etc.

Then I re-format the PGN file so my program can read it, and create a opening
book for the program.

The problem with building such a book is that it is not of good quality. Good
quality books must be made by hand. I believe chessbase can be used to manually
create a book.
