I mostly agree.  The only case when writing about your suspicion can possibly
be defended is when you run tournaments, and you feel a need to inform
people about why the engine in question is no longer playing in the tournament.
But even in this case, I think it would be better to let the program keep
playing,
and disqualify it only when you have solid proof.

And of course, if someone feels that it is really necessary to inform the public
about their suspicion, they should always explain the reason.
