The engine must tell the GUI which character encoding it uses.
The best choice would be Unicode (UTF-8).

Probably not, because it is very similar to UCI.
Which engine is going to implement it ?

I do like the idea, but I'm not so happy about having three
standards (two is already one too many ;-)
