And I'm not sure of the answer...

There is no doubt that for some engines the time control can alter the
comparative performance of the engine

Longer time controls I think give the engines a chance to show their true
strength and potential. On the other hand, there is a good argument to say that
very short time controls show the efficiency of the engine - i.e. to be able to
select good moves very quickly is a strength in itself
