The Palm IIIc does have a serial port (according to this: http://www.amazon.com/exec/obidos/tg/detail/-/B00004RC2E/ref=e_de_a_td/103-8596653-0669401?v=glance&s=electronics&vi=tech-data ), and there is a serial port version of the DGT board that comes with an AC adapter if you're near an outlet where you're planning on playing. Also, on DGT's website is a list of compatible programs: http://www.dgtprojects.com/eboard_supported.htm . It lists Pocket Grandmaster as a supported program. http://www.pocketgrandmaster.com/english/index.html . It runs on Windows CE, so you may want to look at CE-capable PDA's. Sorry I don't have any personal experience with PDA's to confirm that this would suit your needs.
