When you go to a tournament and play someone lower than yourself , if you win you still get points. Just you don't get as many points, your win still tells something about your strength. You wouldn't be expected to win against the lower rated player everytime. The same here with the ssdf. Every tester doesn't have 2 identical hardware setups. However that doesn't mean they can't submit valid data for ratings.
