Well, the rule is very clear to append the rook's file letter, when not being
outermost of that side but castling enabled. It would complicate the whole
thing, if you should have to decide which rook's castling option should have
priority when omitting that file letter sometimes in the FEN. Those cases are
already that seldom, that appending a letter in all of them would still be the
simplest solution. Overmore the castling block still will be limited to four
letters in the majority of all thinkable Chess960 cases, but this is not really
essential.
