It was defined by Chrilly Donninger. The standard definition is a piece of source code. I think the original definition is available somewhere on the gambitsoft site. I made changes to it to correct some bugs, and you can find this source code on my home page : http://www-leibniz.imag.fr/~coulom/ (download source.tar.gz). It is embedded in the source code of a fully working chess-playing program that use it. Some modern windows chess-playing programs can use the protocol directly. Some other old DOS programs work with a TSR driver, which (I think) is distributed separately from the program.
