I still have several of the first programs I ever created for The Software
Toolworks in unopened packages, and a few of them are more than 15 years old.
This includes Chessmaster 3000 (1992) for the Multimedia PC and Chessmaster 4000
Turbo (1994).

I would suspect that many of the actual people who worked on programs would have
a copy in that condition laying around.

However, actual software sellers typically will throw away software after it
gets more than a few years old, simply because they don't have room for the
inventory.

So, if you're looking for that kind of thing, your best bet is to contact the
makers of the programs themselves.
