No

White can win the queen by some combination or win different material

I guess that the line
1.Nxc7 Qxc7 2.Rxg5+ Nhg7 3.Rdg1 Rfc8 4.Bxe6 fxe6 5.Rxg7+  is evaluated different
and it effect the total score.

For your second question than Fruit see it as less than +1 by static evaluation
and I think that part of the problem is that shredder's scores are typically
higher than other programs.
