I think this is a wrong assumption. If you play by proxy you have to pay twice
the entry fee, but this doesn't automatically mean that the organizers provide
an operator. I don't know if they do, but there is nothing written about it.

The next WCCC is scheduled for 2006. It's a yearly event now.
