One of the main purposes of these events besides the competition, as far as I
understand, is to encourage active programmers to exchange fresh ideas on
chessprogramming. So programmers are strongly encouraged to be present.

Imagine you travelled to Iceland yourself to compete with your Symbolic toolkit
at the world championship. Your first game is against Stefan Meyer-Kahlen's
mighty Shredder engine, and you are strongly looking forward to meeting him.
When you arrive, you discover he's not there at all. Instead you meet
13-year-old Sigmar Chessfanson, a local kid hired by the organizers. He has
trained hard, and is competent to enter the moves into the Shredder GUI like a
pro. I can still imagine some slight disappointment on your side.

This would be a sensible reason to make it tough for people to participate via
proxy.
