Yes. The ICGA doesn't encourage play-by-proxy, though.

You have to find an operator if you can't attend, but as you said, it's
generally not that much of a problem to find a local computer chess
fan/university student which is willing to do the work (perhaps for a small
fee).

I played this way in Israel and had no problems.
