I suppose what you propose is a bit like a modern version of handicap chess (take off a pawn, a knight or a rook at the start depending on the level of the opponent). Alternatively, handicapping could be achieved by time differentials -put the computer on blitz and play at tournament time, etc. Neither has ever really been popular, so I don't suppose your new idea would be either. Actually, your system would seem hard to work out - since there would be an almost infinite variety of possible "computer" aids. Still, food for thought in the future...
