Yes.

HIARCS 7.0 indeed underpromotes and analyzes underpromotions.

given this position (note that queen promotion is stalemate)

HIARCS produces

First Choice: Rook Promotion
11   1.b8=R Kc7 Bd6+ Kc6 Rc8+ Kb7 Kd7 Kb6 Rb8+ = 2716
Next best: Bishop promotion
11   1.b8=B Kb7 Bg3 Kc6 Bf2 Kc7 Kd5 Kd7 Bd6 Ke8 Kc6 = 2200
Third  Best: Knight promotion
13   1.b8=N+ Kb5 Kd5 Kb6 Bc5+ Kb7 Nc6 Kc7 Ne5 Kb7 Kd6 Ka6 = 2209

backing up one move (with the Black King at c5, and given HIARCS Black,
HIARCS forsees:

12   1...Kc6 b8=R Kc7 Bd6+ Kc6 Rc8+ Kb5 Kd5 Ka5 Rb8 Ka4 =-2720
