Subject: Getting HIARCS to think for exactly "N" seconds

In Claudio Bollini's excellent HIARCS review in Computer Chess Reports,
I found one error:

Claudio states that:

"Hiarcs 7 lacks a strict fixed time control, so you have to choose
 "1 move in x minutes" level, which imitates fixed time closer than
  average time."

The "strict fixed time control" is available in both HIARCS 6 and HIARCS 7.
It is enabled as follows:

Set Level = infinite
Set Max time = <number of seconds that HIARCS is to use per move>
