Partially true. Foreighn language -- usually English or (sometimes) German -- in
an average school was taught 1.5 hours per week, from 6th grade to 10th grade
(it was long time ago, it may started one grade earlier or later).

Wrong. Kids who came from average school -- not from specialized school that
specialized in foreighn language -- don't know foreighn language at all. All
those hours were absolutely useless.

In the USSR main problem was absolute lack of TV, books, journals, people with
whom you can communicate on those languages, etc. Country was isolated from the
outer world. You could choose between exactly 2 english-language newspapers --
Soviet "Moscow Times", and (sometimes) English communist "Morning Star". There
were no need to understand "science,technical,and and political subjects
originating in the west". Yes, scientists, or at least some of them, had
(relatively easy) access to the Western scientific journals; that was not true
even for technological journals -- yes, several leading organizations gave their
employees access to (some) journals, but for majority of engineers there were
special organizations who translated documentation and (selected) articles into
russian, and then published them. And you can find yourself in the serious
trouble if you try to look into "political subjects originating in the west"".

Now in Russia main problem is lack of funds for eductaion. Person who knows
foreighn language well can find job in some commercial organization with salary
several times larger than teacher's salary. And if we suppose that funds will
(miraculously) appear, there is no way you can quickly recruit enough good
teachers.

It looks that you don't know history at all, or at least know highly edited
version of it.
