More convincing explanation is that after white put the king at h1 and black capture the pawn g4 then it is a draw because white can play Kg1-h1-g1-h1 and black has no way to get progress with 3 pawns against 1 pawn because if black push g3 g2 then it is still a draw. Another option for black is to go for h2 but in that case it is also a draw because white captures g5 and the KQP vs KQ is a draw.
