That does not mean it is not winning, just that the computerprogram is a bit less comfortable declaring the position a win already because White's pawn triplets are almost certainly going to prevail in the end over those two Bishops (in your final position). As long as it plays the right moves! So from a programming point I think it is prudent not to give the final position a too high value for White, if you can't be sure you have covered in your eval function possible exceptions there might be, where a Bishop duo might kill off a few pawns. And the conversion is still a long way off, that also counts for something?
