The thread, that evolves seems to indicate that you misunderstood the initial purpose of this file. It is not designed to be read be a normal PGN reader. The tags are (mis)used to give an easily parsable format, that can be used to assign opening names and ECO codes to chess games. Typically, a programmer that will use this, will write some small routine (that is very similar to his normal PGN parser) that is aware of the specific meaning of these tags in this context.
