RPM only affects rotational latency.  Bandwidth is pretty much unaffected.  That
means that random seeks will be faster since the average latency figures in to
any random I/O, which is precisely what we do for tablebase accesses, and that's
why I bought 10K drives when they came out.

Only things where you do random I/O.  Loading a program doesn't require low
latency, higher bandwidth is more important.  Generally, one step below the
fastest RPM you can find will deliver the highest bandwidth...

The disk drives spin at a constant speed, and this is not determined by anything
but the motor used to spin the disk.
