No You cannot beat engines on time in 40/2 You can do it in blitz because some engines including Movei can lose on time if the game is very long when there is no increasement. Basically all the wins of Pablo were wins on time or wins because of stupid mistake of the program that searched to depth 1. I think that is harder to get more than a draw against top programs at blitz if they use fixed depth of 6 plies because 6 plies is small enough so programs can play many hundreds of moves in less than a minute . programs also do not know about the premove trick that is used in playchess when ICC does not allow it(the trick is to prepare your move even before the computer reply so you practically play the move in 0 seconds).
