IMHO, White did not "win" this game, but rather Black lost it.

The choice of opening is generally poor for Black. The last known move that I
can find is 14.Rg1. At this point, CM9_R1 gives the position a score of almost
+1 for White.

14...Qc7 is "out of book" and instantly pushes the score to almost +3 for White.

16...Qxc4 is a disaster, leading to an instant Mate in 5.

So, I don't see anything specific that White did to win the game, but rather
Black gave the game to White.
