When a person asks whose the best, it's a general question, which can be
answered quite specifically and easily.  This is because you have been given the
leeway to answer however you want.  You could say for instance i think H7 is
best on a P450 with 64 megs of ram at a time 0f 10 minutes 10 sec increment on
sunday on a tall mountain in the Andes sitting next to Cindy Crawford naked
licking on a snow cone, as long as it all occurs in leap year and there is a
possibility of a harmonic conversion.  If this was about humans you probably
wouldn't even came up with such statements trying to invalidate his question,
you would perhaps have just said Kasparov is the strongest.  I then could have
come along and said "You mean best in matches? Perhaps you meant best in
Tournaments.  Perhaps only best at round robin tournaments, or would that be
swiss.  Is he best at chess when this specific opening is played?  Is he the
best when playing Anand?   Point being that his question is fine and there is no
need to get all technical, you can just assume he meant at 40/2 on the best
hardware or give your answer on some other specific you believe
