If you look at the table http://www.geocities.com/sedatchess/hardwere.html you can see that 7.05 or 6.9 is not bad at all. The very slight decrease (2% ?) is due to the processes which are launched when windows is launched and did not exist when your computer was more "virgin". You can find again the 7.05 by launching msconfig.exe and suppressing (momentarily) the user (yourself !) processes.
