That is the problem. It is trivial to say "no more than 10 knights, rooks, or bishops, and no more than 9 queens. But then complaints come in when someone posts these positions with 10+ queens and the program refuses to accept them. Nowhere in the "rules of chess" does it say the game can not be played with 10 queens. Starting at the initial (normal) starting position, one can infer this since there is one queen and 8 pawns that could become queens. That is the problem...
