No reason to really allow that.  Pawns on the 1st or 8th ranks are not possible
in real games, and they would cause bizarre results in compositions, since the
rules of chess don't address the question of e1-e2, followed by "can I play
e2-e4 now?"  :)

I'll certainly fix that...
