I do not agree.

They have functions that allow them to play legal moves in legal positions and I
think that it is enough to play chess.

Note that there are some engines that do not know rules like underpromotion and
they still can play chess so knowing all the rules is not necessary.

An engine may even play illegal moves in rare cases and still be a strong engine
because practically it happen only in 1 out of 1000 games.
