1)I agree that it add 0 elo.

2)I think that detecting all illegal positions is a problem that no programmer
even tried to solve.

There are a lot of illegal positions like bishop that threats check from a8 or
white pawn that threats check from d2 or having white pawns at a2 and a3 and b3
and I doubt if there is one program that knows to detect that they are illegal.
