I think ICC's rules are designed to protect the integrity of human ratings. If
you have a few individuals playing computers over and over and exploiting known
and unknown weaknesses to gain inordinate amounts of rating points, then it
skews the rating system.
At the same time, the computer accounts that play only humans are doing they
same thing, but since they are computer accounts ICC doesn't seem to care.
