Nobody should have no computer formula or no human formula and no 2 players should agree to play because it is possible that one of them try to inflate his rating by choosing convenient opponent. Nobody should have formula to play rated games only against players above some rating because by that formula he may hide the fact that he has problems against weaker players. No player should be allowed to ask his opponent to play another game for rating. The only games that should be allowed for rating are playing in big swiss tournament or playing in invitation tournaments when the players that are invited are random players with some conditions like rating 2000-2200.
