Not really. They can detect task-switching when you run the ICC interface and a
chess engine on the same computer, but many use their home computer to connect
to the server, and a laptop to run the engine, which makes detection much more
difficult if not impossible.
TEchnology has reached the point that it is even possible for someone to show up
at a tournament hall in person and still cheat without detection. CCD cameras
are very small, one could be used to broadcast the chess position to a remote
accomplice that uses a computer to calculate the reply and then it could be sent
back via discrete audio...
