This is strange. Have you checked in the logfiles? I'm not sure whether Arena
displays draw offers made to the other program. I've checked my code (as I
wasn't sure about offering draws with a 0.01 score) but it should have.
The conditions for offering/accepting draws are:

accepting draw offers when:
- score less than 0 and in the endgame
- drawscore (ie -0.01, 0 or +0.01) at least 3 times in a row

Offering draws when:
- drawscore at least 5 times in a row (since the last non-draw score)
-when holding on to the drawscore, it will offer a draw again every 10 moves.

I don't know whether Pharaon will accept draw offers.
