No, he doesn't. Both USCF and FIDE use ELO rating system based on the logistic
distribution system, so the formula to calculate performance rating could be the
same. What you obviously are unable to understand (or comprehend) is that Adams
FIDE rating is 2737. This is not his USCF rating.
