No you don't comprehend at all. Even if the rating system is the same, there
could 100-200 points difference due to different pool of players who play in the
USCF rated tournament compared to FIDE rated tournament. This doesn't
necessarily means that formulas to calculate rating are drastically different.
For example, a few years ago it was well known that chess players in US prisons
were overrated. That doesn't mean USCF had a different formula to calculate
ratings for chess players in prisons at that time! The inflation was caused by
different pool of players who never played players outside prison. Anyway, even
if the formula is slightly different, both systems are based on modified ELO
ratting system. In other words, Hydra will have somewhere close to 3000 FIDE
performance rating if he scores 5 points in 6 games against 2737 **FIDE** rated
player.
