It would take Gray Davis and nothing less.

Perhaps most of you don't know who I'm talking about. Just imagine a statewide
blackout ... no electricity whatsoever, for 3 hours. The only problem is that
hydra would probably win even if it ran on batteries, alone. :-} However, Gray
Davis can outlaw the use of batteries because of environmental reasons.
