It's unsportsman like for white to try and win on time here, I think he has to
take a draw if you offer it.
I believe that you would be able to call an arbiter and claim a draw as black.

It once happend to me in a KR-KRPPP ending where I was on the losing side. He
had only 15 secs remaining and needed more than that to mate.
It ended in a draw because I was able to sac my rook and be stalemated, but
afterwards we discussed the rules with the arbiter.

As it happened my opponent didn't offer a draw, because he wanted to win,
however he believed he was entitled to demand a draw afterwards should he lose
on time because "I had been unsportsman like".
I disagreed with that because I definitely would have accepted a draw had he
offered, so since he went all out trying to win he should also risk losing!

The arbiter said that he would have ruled a draw for black if black had lost on
time. Frankly I think the arbiter didn't know the rules too well, it would be
interesting to hear an official FIDE response to that senario.

During the game you can probably claim a technical draw in e.g. KR-KR if you
have too little time left for the 50 moves.

Still, I seriously doubt you can claim anything at all _after_ the game has
ended.
