Then why have the programs?

Most are of amateur programmers. It's a nice bonus if someone bothered to make
a propper computergame (chess is a game..) out of his/her program.
For the rest, there are a zillion superstrong chessprograms already, so for most
it's pretty useless to try to add the zillionth-and-one'th. (atleast as much of
a waste of time as writing a complete program around your engine. Both are a
nice hobby.)
For the rest, most people have barely heard of chess, they certainly haven't
heard of Winboard or Arena. Try explaining that when they want to give a
chessprogram a try.
