I myself have been a USCF Life Member since the early 1980s.

One problem with establishing a low cost or free OTB rating service is that the
USCF requires membership for all participants in a tournament and so there is
little motivation to support an independent rating system as long as a USCF
rating is "free".

What is needed is an Internet based independent ratings server that can be write
accessed only by accredited tournament directors.  Each player would be given a
unique ID and password that could be used to establish positive identity prior
to the beginning of an event.  Participants could chose to receive periodic
rating data email.

But the USCF will never support an independent system.  They know that they'll
lose half their annual renewing members who are currently associated only
because membership is required for tournament players.

Your Move's _Computer Chess Reports_ was what the USCF should have delivered,
but they failed to do so because of a too cozy relationship with their
advertisers.  There is hope, though; with an seemingly endless succession of
executive failures and a total lack of personal responsibility, the USCF is
doomed to irrelevancy and eventual bankruptcy.  When that happens, then an
independent rating system will take over.
