You seem to be to much influenced by the "rating" figure which is important
in Over The Board Human-Human games. Here the ELO does not apply.

As for the Tournament Category you might "thecnicaly" be correct, but this
tournament compared with a class 21 classic one is like pears and apples.

Also in some locations the "ELO" figure is alien.
In my city for example we have more than 15 YEARS without an ELO
valid tournament.(So we ALL have low ratings or NO rating).
