Years ago, Larry Kaufmann estimated (if memory serves here) that USCF was
roughly 100-150 pts higher than a given ELO value.  Thus 1960 would be somewhere
in the vicinity of 2060-2110 USCF. I believe there might have been a skew in
there somewhere at the high end where the difference was less than this 100-150.
 I'm sure others here will have a more precise way of estimating this.
