I disagree Chess program never do something except putting the move into the notation. Usually some interface or some operator translate the moves that they print to moves in the board or in the virtual board. I am not sure what the fide rule say about a situation when blind person say a move and immediately after saying the move claims that the move force draw by the 50 move rule before the opponent makes the move on the board for the blind person and press the clock.
