It has been quite awhile since I have sold anything on eBay, but back then their
fees were only based on the actual selling price, and not the shipping fees.
The fees really aren't all that expensive, especially on low priced items, but
some people will try to take advantage of every scam they can get away with.

I had forgotten, but several months ago I won a nice, old floor standing world
globe on eBay.  The seller had started the price out at 1 penny, American.  I
didn't pay any attention to the shipping charges, and placed a bid of 1 penny.
I don't usually bid early, but this was an item I wouldn't normally search for,
and simply used this nominal bid to get the item on my watch list.  I forgot
about the item, and several days later was notified that I had won the item for
my bid of 1 penny!  Then it dawned on me why - the shipping charges were 3 or 4
times the actual cost to ship the item, about $35.  It was a nice item, with a
wooden stand, so I went ahead and paid it, but vowed to watch carefully in the
future for the shipping charges.
