It is obvious that there are no setups where it is possible.  Before
castling, the rook is always placed outside the king.  After castling,
it is always inside the king.

Of course, the situation changes if we remove the restriction that the
king must be placed between the rooks in the initial position.  In this
case, I think my program would generate and make nullmove castlings.
