OK, replace it with "one file away from the edge of the board" and "two
files away from the edge of the board" if you prefer.  I don't understand
why so many people find this is so hard to understand, but before I give up
I will try to give one very simple concrete example.  Consider the following
two positions:

[d]rnbqnkrb/pppppppp/8/8/8/8/PPPPPPPP/RNBQNKRB w GAga - 0 1
[d]brknqbnr/pppppppp/8/8/8/8/PPPPPPPP/BRKNQBNR w HBhb - 0 1

In the first position, 1. O-O is a legal first move for white.  In the
second position, white cannot castle in the first move.  Therefore, the
two positions cannot be said to be functionally equivalent.
