The only question here is: Is there a need to be fully downwards compatible?
my opinion is clearly NO!
Classic chess and FRC are different games (altough knowing that classic chess is
a subset of FRC)
Same as Volleyball and Beach Volleyball are similar games but also different and
there is also no need to have fully compatible rules.
Think you want to much - creating a shmoo ("eierlegende Wollmilchsau") for all
variants of chess including a fully compatible standard notation - maybe someday
including also checkers etc...
