New programs are (since two years ago) always tested on Pentium MMX 200 MHz.
They are played against earlier tested programs, with established ratings, on
either P200 MMX or P90. Which hardware a tester plays against depends on which
hardware he happens to own. If SSDF had money to spend on hardware, we would
have helped some of the testers to upgrade from P90 to P200 MMX.

If you only used identical hardware in the testing, you would have to start a
new rating list every 2½ year or so at the time when you began to use faster
hardware.
